Can’t believe it took this long or that it even needed to be a piece of legislation. Activation of a state guard should never be a power the president has. They are the “well armed militia” of the modern day and militia were never analogous with the military.

So…. It hasn’t been passed completely yet and will likely fail.
It has to be approved in both houses and be signed by the Governor to become law. So far it has passed the New Hampshire State House.

I’m not sure that states are actually required to have a National Guard contingent at all. They can have non-federalizable state forces, though in that case, they won’t get federal funds for them.

NH has a provision for a state defense force in its constitution, too, but it hasn’t existed in decades.
